[도시재생 스케일업] 신촌 상권 부활 '신호탄'

[지데일리] 침체된 서대문 신촌 상권에 활력을 불어넣기 위한 다양한 사업이 추진된다.

 

먼저 서대문구는 서울시와 함께 이달 20일부터 오는 9월 30일 자정까지 신촌 연세로 대중교통전용지구를 시범 해제한다. 이에 따라 이 기간 이륜차를 제외한 모든 차량이 24시간 연세로를 통행할 수 있다.

 

2014년부터 시행돼 온 연세로 대중교통전용지구에 대해, 그간 상권 침체로 인한 인근 상인들의 차량 통행 허용 민원, 우회 차량의 골목 통행 증가에 따른 주민들의 보행 안전 및 소음 관련 민원이 지속적으로 제기돼 왔다.

 

전구간 조명·도로포장·골목 디자인 변경 등 이화52번가 골목길 재생 

청년창업 지원시설 신규 조성·서대문 청년취업사관학교 운영 등 추진 

문화예술 복합 공간 조성 등 경의선 철도 지하화 통한 신대학로 꾸며

구는 대규모 축제가 개최될 때를 제외하고는 한산한 연세로에 활력을 불어 넣기 위해 지난해 9월 서울시에 대중교통전용지구 해제를 건의했고 8개월여 동안(1. 20∼9. 30)의 차량 통행 정상화를 이끌어 냈다.


앞으로 올 6월 말까지의 신촌 연세로 ‘상권 모니터링’(매출액 등)과 9월 말까지의 ‘교통 모니터링’(통행 속도 등), 분석을 거쳐 최종 운영 방향이 결정된다.


시범 해제 기간 중에도 버스킹이나 중급 규모 이하의 축제는 ▲신촌플레이버스 앞 스타광장 ▲명물길 보행자쉼터(목재 덱) ▲신촌 파랑고래 앞 창천문화공원 ▲보도 등에서 상시 열리며, 대형 행사는 사전 예고를 거쳐 교통 통제 하에 이뤄진다.


구는 차선 폭 3.5m, 보도 폭 6m인 현재의 연세로 구조가 그대로 유지돼 보행공간이 축소되지 않는다고 안내했다.


또한 보행자 안전 증진을 위해 지난해 10월 9일 ‘차 없는 거리’ 운영 종료에 따라 과속단속카메라, 과속방지턱, 점멸신호기, 보행자 방호울타리, 간이중앙분리대를 설치했다. 이번 ‘대중교통전용지구’ 시범 해제에 대비해서도 횡단보도, 각종 노면표시, 교통안전표지판을 설치했다.


구는 연세로 대중교통전용지구 시범 해제가 실효성을 높일 수 있도록 신촌 일대 부설 주차장 공유 사업을 추진한다.

그 첫걸음으로 지난해 12월 26일 연세대학교와 ‘부설 주차장 공유’ 협약을 맺었다. 이에 따라 이달 말부터 토요일, 일요일, 공휴일에 주변 시세보다 저렴한 시간당 1000 원대의 요금으로 주차할 수 있게 될 예정이다. 

 

나아가 현대백화점, 창천교회, 세브란스병원, 이화여대 등과도 같은 내용의 협약을 추진 중이다.

 

구는 상권 활성화를 위해 올 4월까지 신촌 일대 지구단위계획도 재정비할 방침이다.


이를 통해 특히 이화여대 앞 일대에는 기존의 의류, 잡화, 이·미용원 외에도 휴게음식점, 일반음식점, 제과점, 학원, 공연장, 전시장, 상점 등에까지 ‘주차장 설치 기준을 완화하는 인센티브’를 제공한다는 계획이다.


이처럼 ‘권장 업종’이 확대되면 용도 변경이 원활해지고 다양한 업종이 들어와 지역에 활기를 줄 것으로 전망하고 있다.


총연장 270m의 이화52번가에는 올 연말까지 낙후된 이미지의 골목 디자인을 변경하고 전 구간에 경관 조명과 바닥 조명을 설치하며 새 포장으로 바닥의 디자인을 살린다.


청년 도시 서대문의 장점을 살려 올 연말까지 청년 창업 지원시설인 ▲연세대 캠퍼스타운 에스큐브 3호점 ▲이화여대 스타트업 오픈 스페이스 및 이화 커넥션 스페이스 ▲명지전문대 메이커 스페이스 및 메타버스 센터를 신규 조성하고, 오는 7월부터는 신촌파랑고래에서 서대문 청년취업사관학교를 연다.


구는 ‘경의선 철도 지하화를 통한 신대학로 조성’을 비전으로 오는 3월부터 1년간 ‘경의선 지하화 및 입체복합개발 기본구상 수립 용역’을 시행한다.


이를 바탕으로 수색역부터 서울역까지의 경의선 지상 구간을 지하화하고 이를 통해 마련된 상부 공간에 다양한 복합 공간을 조성한다는 목표다.


특히 연세대 앞 유휴 공간에는 체육시설, 공원, 대형공연장, 문화예술복합공간, 청년창업연구단지, 주차공간 등을 배치해 관내 9개 대학과 인근 서강대, 홍익대를 연계하는 신대학로를 만들 계획이다.

 

‘신촌 연세로 대중교통전용지구 시범 해제’를 하루 앞둔 19일 이성헌 서대문구청장은 사업 현장에서 기자설명회를 열어 “연세로 차량 통행 정상화는 그 자체가 목적이 아닌 신촌 상권 회복을 위한 하나의 핵심 수단으로, 신촌 되살리기를 위한 전방위 사업들과 함께 시너지 효과를 낼 것”이라고 강조했다.


아울러 “이번 사업들이 민선 8기 속도감 있는 권역별 지역개발과 민생 경제의 조속한 회복, 미래 성장 동력 확보를 위한 선순환의 마중물이 될 것”이라고 말했다.

As a first step, Yonsei University signed an agreement with Yonsei University on December 26 last year to share parking lots with Yonsei University, which will allow parking on Saturdays, Sundays and public holidays at a rate of 1,000 won per hour, which is cheaper than the surrounding city market.


In addition, Hyundai Department Store, Changchun Church, Severance Hospital, Ewha Womans University, etc. are also pursuing the same agreement.


The district plans to reorganize the Shinchon district unit plan by April this year in order to revitalize the commercial area.


In addition to existing clothing, miscellaneous goods, beauty salons, and other restaurants, restaurants, bakeries, academies, theaters, exhibition halls, and shops, the company plans to provide incentives to ease parking standards.


As such, it is expected that the expansion of the recommended industries will facilitate the change of usage and bring various industries into the region.

The city will implement a basic design for underground construction and three-dimensional complex development for one year starting from March with the vision of creating a new university through the underground railway of the Gyeongui Line.


Based on this, it is aimed to underground the Gyeongui Line ground section from the search station to the Seoul Station and to create various complex spaces in the upper space provided through it.


In particular, in the idle space in front of Yonsei University, a sports facility, a park, a large performance hall, a culture and arts complex space, a youth entrepreneurial research complex, and a parking space will be arranged to create a new university road linking nine universities with nearby Sogang University and Hongik University.


Lee Seong-heon, head of the Seodaemun-gu Office, held a press briefing at the project site on the 19th, a day before the lifting of the demonstration of the public transportation district in Yonsei, Shinchon, and emphasized that normalization of traffic through the city is not a goal in itself, but a key means for the recovery of Shinchon commercial area. It will create synergy with all-round projects to revive Shinchon.


In addition, the projects will be a virtuous circle for the rapid development of the local economy, the rapid recovery of the welfare economy, and the securing of future growth engines.
